The Workforce Innovation and Opportunity Act (WIOA) is a federal law signed by President Obama in 2014 — bipartisan legislation that reauthorized and improved America's public workforce system. It is the primary federal law funding job training and workforce development programs across all 50 states.
WIOA is not a new program or a temporary stimulus. It has been the law of the land for over a decade, administering billions of dollars annually through state workforce agencies, local CareerSource offices, and approved training providers.

Why Both Streams Matter for Your Company
Your company may qualify for Stream 1 (IWT employer reimbursement) for some employees while individual employees simultaneously qualify for Stream 2 (ITA vouchers). CGI evaluates both pathways for every client company and pursues the maximum available funding from both sources.
The Eligible Training Provider List (ETPL) is the official state-approved list of training institutions that are authorized to receive WIOA funding on behalf of their students and employer-clients. Think of it as the state's seal of approval on a training provider.
For an individual employee's ITA voucher to pay CGI directly, CGI must be on the ETPL. For an employer's IWT reimbursement claim to reference CGI specifically, CGI must be approved by CareerSource Florida as a training provider. Both approvals require the same foundational step: CIE licensure.

Important Transparency Notice
CGI's ETPL approval is currently in process. CGI has filed its CIE Provisional License application with the Florida Commission for Independent Education and has initiated the Employ Florida ETPL registration. Companies that enroll in G.A.I.N.S. certification now are positioned as founding clients — first in line for grant reimbursement processing the moment CGI's ETPL approval is granted. The certification itself is fully valid and deliverable today, independent of ETPL status. The grant reimbursement pathway activates upon ETPL approval.

Once CIE-licensed, training providers apply for inclusion on the State ETPL through the Employ Florida portal. As of July 1, 2024, the ETPL application process is managed by Florida Commerce via a statewide process. State ETPL approval is required before applying to any local CareerSource ETPL.
